Armstrong Energy Consultants began providing TM44's and DEC's to their local council for corporate buildings in 2011. 

Having quickly established a reputation for high quality service and reporting standards the business grew rapidly.

Throughout 2012 and 2013, to meet demand for compliance work further afield, Michael established network of highly qualified licensed engineer assessors throughout England, Scotland, Wales, Northern and Southern Ireland. These assessors still provide valuable services to the company.                                                                   

In 2014 Armstrong Energy Consultants were awarded the EPBD Compliance contract to supply TM44's to one of the largest telecommunication providers in the UK and have now completed surveys and reports for over 700 of their offices, data centres and telecommunication hubs UK wide. Phase two 5 year repeat surveys are underway

A message from Michael Armstrong, Managing Director

We decided to provide Air Conditioning Energy Assessments / TM44’s because in our opinion it was, and still is, one of the most effective EPBD compliance instruments of them all. It is not just a “tick box” exercise. The required report really gives scope for zero and low cost operational efficiency improvements and significant energy cost saving opportunities to the user.


In 2018 we adopted the advanced report which we now offer as standard at no additional cost to the client. We consider this to be a precision document with many uses.

Since 2017 Armstrong Energy Consultants Limited have continued to move into the high street, providing TM44’s to major retailers such as The Co-op, Uniqlo, Monsoon, Pizza Hut, Tiger Stores and many others. 

They are also very proud to include Google among their client list having completed Air Conditioning Energy Assessments for their London Offices.

In 2016 we completed the TM44 compliance project for all of the Google offices in London.



From day 1 we decided not to dilute our services or service levels and continue to concentrate solely on TM44’s. We have however established a small network of highly trusted and experienced associate companies who specialise in other EPBD services such as DEC’s, EPC’s ESOS etc. and can provide referrals upon request.
